Russia-Japan Lawyers Council under the auspicies of the St. Petersburg International Legal Forum is established to contribute to the development of long-term cooperation, exchange of experience between Japan and Russian communities, improving legislation and infrastructure for trade and economic relations between the two countries.

Under the auspices

Main objectives of
the Council are:

  • Exchange of information between legal communities of the Russian Federation and Japan;

  • Study and promotion of Russian and Japanese law in both countries;

  • Promotion and development of alternative dispute resolution (arbitration and mediation) in Russia and Japan;

  • Organizing joint events for Russian and Japanese lawyers including seminars, trainings, conferences;

  • Promotional of educational law programs for students, lawyers and other representatives of legal profession.

Council Activities

Council activities in 2018

2018 is declared as the year of Japan in Russia and year of Russia in Japan. The Council activities will include a meeting during VIII St. Petersburg International Legal Forum – the members will discuss new candidates and next steps in council activities. Special events during the Forum will highlight the importance of bilateral relations.

In autumn the meeting in Tokyo will be held – as usual the meeting will be proceeded with the business event dedicated to discussion of legal issues of both jurisdictions.

The current schedule of activities is being specified at the moment.

On 17 September, Japan delegation, headed by Mr. Akira Kawamura participated in the seminar organized in the course of launching of the Far Eastern Division of the Russian Arbitration Center in Yuzhno-Sakhalinsk.

On 18 September, in the premises of the Russian Arbitration Center in Yuzhno-Sakhalinsk, Akira Kawamura, Takanori Nagatomo, Andrey Gorlenko and Ivan Shokarev took part in the working meeting of the Russia-Japan Lawyers Council, under the auspices of the St. Petersburg International Legal Forum that was dedicated to the topical issues of Russian law. The seminar was held through the use of video conference call.

The third extended meeting of the Russia-Japan Lawyers' Council was held on May 17, 2018, during the VIII St. Petersburg International Legal Forum. The Minister of Justice of the Russian Federation Alexander Konovalov addressed the audience with the welcoming remarks.

The delegates of the meeting have discussed the international exchanges programs of Keio University and possible forms of cooperation with the St. Petersburg State University. Members of the Japan Arm shared the information regarding their current activities and in particular about human resources exchange project. Delegates have also discussed the next steps to be taken by the Council Members.

Second Meeting of the Russia-Japan Lawyer’s Council under the auspicies of the St. Petersburg International Legal Forum was held in Tokyo on December 12, 2017. The delegates discussed next steps in development bilateral relations. The meeting was attended by the Minister of Justice of the Russian Federation. During the visit to Japan the delegates attended the International Arbitration Symposium organized under the auspicies of the Council on December 12. Ministers of Justice of Russia and Japan both addressed the delegates of the Symposium with a key note speeches.

Educational Program

The Council has cooperated with the law school of the St. Petersburg State University in order to establish the international educational program. Both sides have agreed that in September 2018 St. Petersburg State University will launch a 4-year Bachelor of Law Program with the focus on Japan. The students will have a unique opportunity to study japan language and japan law alongside with the traditional disciplines of the Bachelor Program.

The disciplines with the focus on Japan include: History of State and Law of Japan, System of Law in Japan, Japan Language, Civil Law of Japan, Constitutional Law of Japan, Criminal Law of Japan, Administrative Law of Japan, Social Security in Russia and Japan, Labour Law in Japan

Commercial Law in Japan, Tax law in Japan. Also the students will have special courses on the literature and history of Japan.

The aim of the program is to raise highly qualified professionals with all necessary knowledge and skills regarding law, culture and language of Russia and Japan, who are ready for professional activity in different spheres of cooperation with Japan. Graduates can use their knowledge and skills in companies and governmental authorities dealing with Russian-Japanese projects and companies aimed at international cooperation and participation in cross-border projects. During the fourth year of study the students are about to spend one semester in one of the Universities in Japan.

Russia-Japan Lawyers Council is engaged in establishing partnership with the university from Japan.

Inauguration meeting
of the Russia-Japan Lawyers' Council

An inauguration meeting of the Russia-Japan Lawyers' Council was held on May 16, 2017, during the VII St. Petersburg International Legal Forum. Co-Chairmen of the Council Elena Borisenko (Chairman of the Supervisory Board of the St. Petersburg International Legal Forum Foundation, Deputy Chairman of the Board of Management, Gazprombank) from the Russian side and Akira Kawamura (President of the Japan Association of Arbitrators, Of Counsel, Anderson Mori & Tomotsune, Former President, International Bar Association) from the Japanese side signed a Memorandum on the establishment of the Council. The Minister of Justice of the Russian Federation addressed the delegates with a welcome speech. The Consul General of Japan in St. Petersburg was among the guests of the event. On May 17 the discussion was continued during the session ‘The Sun Also Rises’ – Assessing New Opportunities in the Face of Rising Japanese Investment’ which was held during VII St. Peterburg International Legal Forum.
